HJF is seeking an IT Programmer/Specialist to support the Navy and Marine Corp Public Health Center’s (NMCPHC) EpiData Center (EDC) located in Portsmouth, VA. HJF provides scientific, technical and programmatic support services to NMCPHC/EDC. 

This position supports development of web-based content and dissemination of information by EDC. The incumbent in the role will guide and execute the strategy for delivering web solutions that achieve business objectives, solve business problems, and maximize operational efficiency.

Responsibilities: 

  1. Create website user interfaces and layouts using HTML/CSS/JS, following current best practices.
  2. Provide technical and strategic guidance to the creation and management of web-based dashboards.
  3. Create Internet applications that enhance userdeveloped content and meet business and technical requirements and deliver ecommerce and e Government products and services to internal and external audiences. Provide Internet services that optimize customer experiences and ensure Internet services comply with the Americans with Disabilities Act and other related requirements.
  4. Write, develop, test, and implement scripts and tables to increase automation for data queries and analysis.
  5. Work closely with epidemiologist and partners to gather requirements and specifications to design web-based interfaces for data collection and reporting.
  6. Perform database administration to include engineering and implementing for system and database backup, restore, and recovery.
  7. Perform ad-hoc requests for source files and data processing.
  8. May perform other duties and responsibilities as assigned or directed by the supervisor.

Required Knowledge, Skills, and Abilities: Candidate must possess experience with Interactive Media, Graphic Illustration, Motion Graphics, Web Design, Print Design HTML, Java Script, C#, Microsoft.net 4.5 or higher, and CSS as well as TSQL and SQL Server 2008r2 or higher, Windows Server 2008r2 or higher and Internet Information Services (IIS) 7.5 or higher.

Minimum Education/Training Requirements: BS Degree and/or certification in computer science/web design.

Minimum Experience: 9-10 years’ experience in IT environment. 

Required Licenses, Certification or Registration:  CompTIA Security+ certification.

Work Environment:  Office and laboratory environment.

Background: US Citizenship required; eligibility to obtain and hold Department of Defense issued Secret Clearance.
