HJF is seeking an Information Systems Analyst, Strategic Information for the Military HIV Research Program (MHRP) located in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to MHRP.
The incumbent is responsible for providing relevant technical support on the utilization and integration of Health Management Information Systems (HMIS), which can be used for managing and reporting national/program results under the prevention, and care and treatment initiatives, as well as for the execution of
Data Quality Assessments (DQA in sites supported overseas by the Walter Reed Army Institute of Research (WRAIR), U.S. Military HIV Research Program (MHRP) division of International HIV Prevention and Treatment (IHPT). The incumbent will be responsible for developing HMIS assets further, and leading measures for their more effective use for monitoring and reporting to support overall program performance in our HIV care and treatment programs including ARV services; TB/HIV and PMTCT programs at MHRP sites in Kenya, Nigeria, Tanzania, and Uganda.
Required Knowledge. Skills. and Abilities: Good working knowledge of SQL, and database administration, Extensive knowledge of health information technology and public health IT standards including for semantic, exchange , privacy/security, etc. and applications (e.g. Electronic Medical Records systems), laboratory information systems (LIS), DATIM (Data for Accountability Transparency, and Impact), District Health Information System (DHIS2) and other relevant systems, Excellent organizational, interpersonal, and administrative skills; Excellent written and oral communication skills in English, with exceptional attention to details; Excellent editing and proofreading skills; Advanced skills in Microsoft Word, Excel, and PowerPoint; Flexibility and capacity to become familiarized with other software and/or hardware as needed. Ability to manage multiple complex, detail oriented tasks at once with limited supervision; Strong time management skills and the ability to thrive when working under deadlines. Experience in effectively engaging multiple international programs across geographic boundaries and differing time zones. Demonstrated cross-cultural skills and ability to work effectively in a diverse team, both as a leader and a participant; Demonstrated initiative, creativity , and flexibility in problem solving; Ability to quickly absorb and apply new concepts. High comfort level presenting data and information to different audiences.
Minimum Education/Training Requirements: Bachelor's Degree required; Master's Degree preferred, a degree in any computer related discipline will be a plus
Minimum Experience: 2-4 years of experience working in public health and data collection, data quality measures and basic data analysis; PEPFAR indicator knowledge and interpretation preferred.
Work Environment: Office environment. Incumbent will travel to field locations in Africa on an as-needed basis.
