HJF is seeking a Project Manager, Operations to support the Business Development Office (BDO) located at Corporate Headquarters in Bethesda, Maryland.  The incumbent will be responsible for assisting the Vice President of Business Development with managing and executing the operational activities in overall support of the department’s primary mission:  developing and submitting winning contract and grant proposals and generating new business opportunities for HJF.


  1. Provide both inter and intra-departmental support between RIO and other departments at HJF Headquarters.
  2. Assists in all facets of the preparation of proposals; meeting scheduling, monitoring to-do lists, logistical support, proposal formatting, editing, book checking, packaging and shipping.
  3. Gathers information and maintains updated records of proposals throughout their lifecycle using internal databases.
  4. Generates and distributes reports on the status of proposal activities. 
  5. Assists in the maintenance of BDO supporting documents including the proposal library; insures materials are readily available for future use.
  6. Initiates and coordinates personnel actions, travel requests and other department and proposal related administrative forms. Monitors progress on those actions and takes appropriate actions to follow-through for successful completion in a timely manner.
  7. Prepares and submits requisitions for departmental purchasing.
  8. Performs other duties as needed.

Required Knowledge, Skills, and Abilities:  Highly organized, dependable and with attention to detail; Demonstrated initiative and customer-focused attitude; Effective at working collaboratively with others to reach common goals and objectives; Above average proficiency with MS Office applications (including Word, Excel, Power Point) and desktop database applications; Knowledge of the proposal processes, defense acquisition and procurement a plus. Desk top publishing experience (ability to format files, setup templates, etc.)

Minimum Education/Training Requirements:  Bachelor's Degree

Minimum Experience:  0 to 2 years of related experience. Proposals Experience (worked in a proposal environment, experience/familiarity with the fast paced proposal environment) preferred.
