HJF is seeking a Facility Security Specialist to support the Human Resources Department and the Security Team, located at the HJF Home Office in Bethesda, MD. HJF provides scientific, technical and programmatic support services to the Security Team. This position requires US Citizenship and an active Top Secret Clearance. 

The incumbent will assist the Global Security Officer in managing the Industrial Security Program and Onboarding as it relates to Security. Processes background investigations, conducts security inspections, manages correspondence with Site Security, and ensures compliance with the NISPOM. Assists with advising HJF’s Key Management and personnel of current security requirements.

Responsibilities:

  1. Assists the Global Security Officer in submitting and tracking required candidate/employee data. Receives and responds to inquiries for verification of security clearances recorded in JPAS and Security Control. 
  2. Monitors the number of personnel processed for clearances to the maximum extent possible, limiting clearances to only current or required access. Conducts periodic self-inspections for each program and provides assistance to the Global Security Officer. 
  3. Facilitates candidate and employee onboarding as appropriate to fulfill requirements for eligibility to perform work on the project. Follows up directly with candidates, hiring managers, and/or sites throughout the process. 
  4. Assists with submitting fingerprints and communication with candidate/employee access status to HR teams and stakeholders as appropriate.
  5. Maintains familiarity with eligibility requirements for each background investigation and clearance level as well as the requirements for specific government host work site access. Works with appropriate sites for security requirements, to include new sites and potential new sites as required. Ensures HR management stakeholders are aware and provide guidance of requirements, changes, and mission essential information as it relates to hiring, or as it may affect current HJF employees. 
  6. Monitors the HJF contacts FCLs’ (DD254’s) and ensures compliance with the security requirements outline in the agreement. 
  7. Works with the Global Security Officer to maintain HJF site guides. Other duties as required. 

Required Knowledge, Skills and Abilities: Knowledge of the NISPOM, JPAS and fingerprinting procedures; Practical knowledge of commonly applied personnel security principles, concepts, and methodologies in carrying out assignments; Ability to weigh the impact of variables, such as critical personnel qualifications and other issues that influence the course of actions taken in resolving security questions or issues; Knowledge of Industrial Security Program data required to assist personnel in accurately completing forms and respond to questions; Knowledge of minimum-security clearance investigative requirements and procedures in order to grant and/or reciprocally transfer security clearances where no derogatory information is present.

Minimum Education: High School diploma or GED required, Associate’s degree preferred.

Minimum Experience/ Training Requirements: 3-5 years of relevant experience required, 6-8 years preferred.  

Work Environment: Set in an office environment. 

Background/Security: U.S. Citizenship required; Must hold an active DOD Top Secret (TS) Clearance.
