HJF is seeking a Senior Program Manager to support the Defense POW/MIA Accounting Agency (DPAA) Field Investigation and Recovery Activities located at HJF headquarters in Bethesda, MD. HJF provides scientific, technical, and programmatic support services to DPAA.
The incumbent will be responsible for providing administrative project oversight in order to maximize the effective use of project resources. Specific areas include: budget and accounting, space management, personnel management, overall management, contracts, and purchasing. Works on abstract problems and identifies and evaluates fundamental problems for major functional areas through assessment of intangible variables.
Required Knowledge, Skills, and Abilities: Knowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently; ability to use sound judgement in solving problems; ability to coordinate many complex systems and programs at the same time; excellent communication and interpersonal skills.
Ability to identify, establish and leverage customer relationships with senior level officials and program stakeholders across HJF and agency components; Accomplished leader in supporting business; Expertise in large competitive contracts, grants and cooperative agreements; Experience with program management, customer relations, developing team strategies; Ability to liaise with other department across HJF to help gather input from a variety of sources; Knowledge of funding opportunities with the DoD and other government agencies, funding organizations outside of the federal government and funding cycles; Knowledge of competitors in the market.
Minimum Education/Training Requirements: Master's Degree in a science or business related discipline; Advanced degree preferred. Military medical experience highly desirable.
Minimum Experience: 6 to 10 years related experience in scientific project or program management, with experience supporting DoD military health related Programs.
Physical Capabilities: Prolonged sitting and working at a computer.
Supervisory Responsibilities/Controls: Supervises support staff.
Work Environment: Office environment. Domestic and international travel may be required.
