HJF is seeking a Research Manager to support the National Center for Disaster Medicine and Public Health (NCDMPH), located in Rockville, Maryland. NCDMPH is a center of the Uniformed Services University of the Health Sciences (USU).  HJF provides scientific, technical and programmatic support services to NCDMPH. 

The incumbent will be responsible for research and/or development in collaboration with other scientific and technical staff. Exercises technical discretion in the design, execution and interpretation of experiments that contribute to project strategies.

Responsibilities: 

  1. Plans, conducts, and completes investigations under the supervision of the NCDMPH Science Director and NCMDPH Director. Assignments require the performance of extremely complex studies, determinations, and analyses involving multiple procedures and a variety of technical approaches.
    • Ensures all NCDMPH research project compliance with human research protections (Institutional Review Board) and other federal regulatory issues (such as PRA if applicable), by drafting and submitting research proposals to the IRB, overseeing the eIRB process, and managing all follow-on and follow-up actions. 
    • Completion and tracking of USU required regulatory documents 
    • Organizes teams to perform data collection, performs data collections, and oversees data collection by others. 
    • Leads and conducts literature reviews and writes results. 
    • Prepares technical reports, summaries and protocols. 
    • Updates documents and verifies accuracy of information with excellent attention to detail. 
    • Communicates regularly (email, phone, in-person) with stakeholders inside and outside NCDMPH/USU/HJF to facilitate research agenda success. 
    • Maintains clear and accurate records, inventories and logbooks or directs others to do so.
    • Manages, creates, tracks budget(s) for various projects. 
    • Supervises and/or completes data entry for research projects. 
    • Ensures all research project quality control and trouble shooting.
  2. Develops methods and procedures for a wide range of research and investigations.
  3. Writes and edits research results for publication in technical and peer-reviewed journals.
    • Creates and delivers presentations (PowerPoint and other media) to convey investigation(s) to professional audiences. 
    • Summarize complicated, detailed information into succinct reports and presentations. 
    • Leads/manages manuscript preparation for peer-reviewed publications. 
    • Professional written and verbal correspondence with large group of project stakeholders.
  4. Performs data analysis and interpretation and recommends solutions.
  5. Identifies and writes grant applications for new funding opportunities.
  6. Supervises junior staff in the planning, execution, and analysis of research.
  7. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities: Knowledge of Microsoft Office suite of software products; highly detail-oriented; highly organized; familiarity with qualitative and quantitative research methods; ability to follow and give detailed instructions; works well in teams as well as demonstrates excellent individual initiative; self-motivated; deadline driven; excellent oral and written communication skills; and analytical skills. Experience creating and supervising research protocols, and research assistants/project coordinators. Experience authoring grant proposals. Experience successfully applying for and obtaining grant funding. Expertise in statistical software is helpful.

Desired Kinds of Professional Experience: Experience supporting professional staff. Experience with IRBs and preparation of research proposals. Experience assisting in preparation of reports and/or journal articles. Knowledge and/or experience in any or all of the following: healthcare, medical education research, public health, medical simulation, disasters/humanitarian research, emergency medicine or pre-hospital skills, layperson medical education (CPR, First Aid, Stop the Bleed, Until Help Arrives, etc) and experience working with military and federal government is preferred.

Minimum Education/Training Requirements:  Master's in a health related field such as MPH or MEHP; PhD in a health related field. PhD strongly preferred.

Minimum Experience:  5+ years directly related research experience for Master’s candidates, 1+ years’ experience for PhD candidates.

Physical Capabilities: Requires long periods of sitting and standing.

Supervisory Responsibilities/Controls:  Provides guidance to lower level staff.

Work Environment: Office environment. 5% travel, primarily domestic.
