HJF is seeking an Assessment, Monitoring, and Evaluation Specialist (AME Specialist) to support the Center for Global Health Engagement (CGHE) located in Rockville, Maryland. HJF provides scientific, technical and programmatic support services to CGHE. This position requires US Citizenship.

Established by the Uniformed Services University (USU), the CGHE works to lead, integrate and synchronize the University’s contributions to Department of Defense (DoD) global health engagement and national security objectives by providing a hub for GHE thought leadership and knowledge, strategic communications and outreach, operational support, research, and capability integration of education, training and planning.

The AME Specialist supports the CGHE's Assessment, Monitoring, and Evaluation Division by providing technical input to research and evaluation design and implementation, as well as operations and logistics support. The primary role will be to support the AME Division in all data collection, data analysis, and related activities and provide an evidence-base for decision making for Department of Defense (DoD) Global health Engagement (GHE) programs and projects. The Assessment, Monitoring and Evaluation Specialist will work closely with the Senior Researcher and Econometrician to develop the evaluation designs, manage projects, and serve as the technical expert during field data collection activities. This position will conduct assessment, monitoring, and evaluation activities in new as well as established projects, aid in developing organizational evaluation capacity, and assist stakeholders in utilizing evaluation findings.


  • Responsible for managing and implementing the monitoring and evaluation activities of all global health projects and programs;
  • Provides the AME Division with recommendations for study design, implementation and analysis;
  • Support AME Division and Senior Researchers in creating frameworks and procedures for monitoring and evaluation activities;
  • Support the AME Division in drafting monitoring and evaluation plans, developing tools, surveys, and interview guides;
  • Use qualitative and quantitative analysis tools and techniques to inform data management, study design, proposal writing, and assessments from the tactical to the strategic level;
  • Prepare and maintain qualitative and quantitative data bases;
  • Work with a diverse team of subject matter experts and partners to perform analysis, validate findings, and interpret results from evaluation activities;
  • Review and provide feedback on the evaluation plan and quality of data collection and methodologies;
  • Develops briefings, reports, and articles for a variety of audiences to include technical experts, senior leadership, and lay persons; and
  • Work as part of a team to build and maintain an effective assessment, monitoring and evaluation program focused on the needs of stakeholders.
  • Oversee and implement field monitoring and evaluation activities;
  • Coordinate the preparation and completion of field monitoring and evaluation activities with stakeholders and partners;
  • Work in conjunction with program and project stakeholders to foster participatory planning for assessment, monitoring and evaluation activities;
  • Undertake regular visits to field to support implementation of monitoring and evaluation activities, identify where adaptations in the evaluation plan need to be made, and monitor follow-up activities; and  
  • Support stakeholders and CGHE staff in identifying key issues in the field to enhance the quality and effectiveness of assessment, monitoring and evaluation activities.
  • Supports the AME Division in managing stakeholder/client needs, particularly in the Surgeon’s Office at the Joint Unified Combatant Commands and subordinate Service Component Commands;
  • Collects data in partner nation(s) and provides training/guidance to others (e.g., student participants, US personnel in-country, US personnel deployed on the mission, partner organization personnel, etc.) collecting data in-country;
  • Coordinates planning and ensures strategic communication with all relevant participants including, but not limited to, implementing partner (e.g., Component Command), partner nation, embassy personnel, USUHS faculty/students, Interagency (e.g., USAID, Department of State), NGOs, and contracting staff (if applicable); and
  • Works with administrative CGHE/HJF staff to coordinate travel.  
  • Completes other projects as needed.

Required Knowledge, Skills, and Abilities:  Must have knowledge of evaluation theory and practice in public health, global health or international development; have knowledge of program evaluation; ability to collect and analyze qualitative and quantitative data; ability/skill to conduct research and collect and analyze data; ability/skill to implement monitoring and evaluation methods and activities; ability to conduct qualitative interviews and focus groups; have well-developed skills in planning, prioritizing and project management; ability to work as part of a team; willingness and ability to travel internationally, to include under-privileged areas; knowledge of global health engagement or international development; excellent written and oral communication and interpersonal skills; ability to work independently; excellent interpersonal skills; excellent written and oral communication; skill in data visualization preferred.

Minimum Education/Training Requirements:  A university degree in a social science, development studies, global health, public health, or a related field with either a Master’s degree and at least 3 years of experience in monitoring and evaluation; or a Bachelor’s degree and at least 5 years of experience in monitoring and evaluation. Must have received formal training in evaluation and/or qualitative methods. Master’s degree preferred.

Minimum Experience:  Technical expertise and practical experience in monitoring and evaluation. Must have at least three of experience leading program evaluations at the Master’s degree level, or five years at the Bachelor’s degree level; experience in complex global health or international development evaluation preferred; experience in developing organizational evaluation capacity preferred. Must have experience with qualitative methods.  Additional experience in quantitative methods is preferred.

Physical Capabilities:  Able to perform job duties in a variety of non-traditional office settings, including developing countries with various climates, cultures, and resources

Required Licenses, Certification or Registration:  Must be a U.S. Citizen; must have or be able to obtain a U.S. passport; must have or be eligible for a security clearance.

Work Environment:  Office setting; domestic and overseas travel required up to 30% of the time. 

Background: US Citizenship required; eligibility to obtain and hold Department of Defense issued Secret Clearance.
