HJF is seeking an International Proposal Manager to support the Strategic Initiatives located at HJF Home Office in Bethesda, Maryland.

Under the direction of the Director, Corporate Initiatives, this individual supports the daily operations of the proposal team by leading international proposal development, overseeing proposal schedules and pipelines, developing outlines and compliance checklists and coordinating proposal reviews, approvals and submissions.

Responsibilities:

  1. Coordinate the development, review and submission of HJF proposals in response to solicitations for funding in support of HJF's mission, and ensure that all proposals comply with sponsor, performance site and HJF policies. Liaise with collaborating organizations or teaming partners to provide and/or obtain required proposal documents for joint proposal submissions.
  2. Actively engage with the international business development team to explore new opportunities and to provide input into bid/no bid decisions.
  3. Conduct kick-off meetings with PIs and PMs to discuss proposal application, deadlines, sponsor terms and conditions, advice on budget structures, address any concerns of the PIs’ and plan milestone deadlines to ensure a quality proposal and all necessary components are met, on time for submission.
  4. Provide leadership to the proposal team by supporting the Sr Proposal Manager - Team Lead with pipeline reviews, workload monitoring, implementation of SOPs, recommendations for process improvements and training of new staff members.
  5. Assist with award negotiations as required.

Required Knowledge, Skills and Abilities: In depth understanding of federal government procurement, solicitation processes and compliant proposal production. Strong financial and budget development experience needed. Excellent communication and organizational skills and ability to manage multiple simultaneous proposal efforts.

Minimum Education: Bachelor’s degree in Business Administration or similar is required. Master’s preferred. Experience with Federal procurement and proposal development can offset education requirements.

Minimum Experience/ Training Requirements: 6 – 8 years of relevant experience.
