HJF is seeking a Program Manager (SPM) to support the Emerging Infectious Disease Branch (EIDB) in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to EIDB.

The PM, under the supervision of the Associate Director for Programs and Operations (ADPO), will be responsible for the management of administrative and operational components of EIDB’s portfolio. The SPM will work with multiple Department of Defense (DoD) organizations to implement EIDB’s program objectives.  

Responsibilities will include the development and oversight of contracts and sub-awards, budget development and management, procurements, preparation and submission of grant proposals and annual reports, as well as close coordination with collaborating partners: to include US Government agencies, funders, foreign government entities, academic institutions, non-governmental organizations and industry. 

The PM must be a highly motivated individual who demonstrates judicious use of time and resources, performs well under pressure, works independently, and adapts easily to new challenges and dynamic working conditions. 

Essential Job Duties:                                                                                                

  1. Drives EIDB’s portfolio of projects by coordinating operational, administrative, and diverse programmatic activities. 
  2. Identifies key administrative and operational challenges. 
  3. Devises and implements solutions as needed to ensure successful program execution in a timely manner.
  4. Fosters a productive, supportive team culture to support program objectives.
  5. Facilitates discussions, decisions and actions among multiple partners across organizations.  
  6. Participates in the development and management of grant proposals, awards and contracts. 
  7. Develops, executes, and manages program budgets as well as reviews and approves all project spending in close coordination with the ADPO.
  8. Establish financial management systems.
  9. Develops and coordinates inter- and cross-organizational agreements.
  10. Organizes program presentations and reports as needed, including but not limited to assisting with the preparation and editing of manuscripts.
  11. Ensures compliance with relevant organizational and government policies and standards.
  12. Functions independently but seeks counsel from HJF Program Leads for higher-level visibility, input or action, as needed.
  13. Provides advice on manpower utilization, work-flow, and operational procedures.
  14. Completes other tasks as needed and assigned.
  15. Travels domestically and internationally (often to resource-limited settings).

Required Knowledge, Skills and Abilities:

  • Strong written and oral communication skills.
  • Demonstrated ability to implement dynamic cross-functional programs.
  • Demonstrated experience implementing and managing international initiatives. 
  • Experience supervising a wide range of personnel.
  • Ability to facilitate discussions of complicated, multi-faceted issues and clearly communicate the decisions, implications, and actions promptly and succinctly.
  • Experience managing budgets and contracts.
  • Able to foster cooperative relationships with highly skilled partners.
  • Able to manage multiple projects, priorities and deadlines. 
  • Able to excel in fast-paced, changing, and challenging environments.
  • Exceptional organizational and analytical skills.
  • Proficient MS Office skills (with outstanding Excel skills).

Minimum Education/Training Requirements: Bachelor’s degree required. Master’s degree preferred. 

Minimum Experience:  6-10 years experience in project or program management with a minimum of 2 of years being in international clinical research project management.

Supervisory Responsibilities/Controls:  May supervise associated support staff in the US and abroad

Work Environment: Office, field setting; 5-10% travel schedule
