HJF is seeking a Data Manager to support the Operational Infectious Disease (OID) Department located at the Naval Health Research Center (NHRC) in San Diego, California. HJF provides scientific, technical and programmatic support services to OID. 

Responsible for designing, performing, and evaluating analysis plans and data management methods for the solution of scientific, management or business problems, with a specific focus on Clinical Data Management activities associated with FDA clinical trials and surveillance activities. Works on problems of intermediate to advanced scope where analysis of situation or data requires a review of identifiable factors. Exercises judgment within defined procedures and practices to determine appropriate action.


  1. Responsible for the development, focus testing and validation of clinical data management and collection tools (e.g., surveys and questionnaires, laboratory reporting forms, etc.), establishment of study-specific relational databases, overlay integration with existing laboratory networks and the generation of data libraries for all collected research data. Contributes to decisions on policies, procedures, expansion strategies and product evaluations
  2. Assists in development, implementation, execution and reporting of programmatic research studies through the generation of study-specific data management plans, data collection tools, development of relational databases and the development /adaptation of analytical methods commonly used in epidemiological research studies, including surveillance, case-control, prospective and clinical trial studies. Prepares regular reports on surveillance data, study progress, enrollment, adverse events, etc.
  3. Responsible for designing and performing analysis utilizing existing datasets including laboratory result data, military healthcare utilization data, pharmaceutical utilization records, vaccination records, and demographic datasets.
  4. Devises logical procedures, data flow and management methods, appropriate statistical methods, prepares flowcharts, performs coding. Conducts frequent data validity assessments and integrity checks; generating data status reports; works to resolve identified issues/errors in data.
  5. Provides input for documentation of new or existing programs, manuscripts or technical documents. Conducts ad hoc and established statistical analyses in support of various data requests for internal and external sources.
  6. Oversees the design and use of study databases, supervises database programmers, junior analysts.
  7. Serves as back-up to other members of the department. Assists coworkers with using software, analysis issues, and general resolution of problems.

 Required Knowledge, Skills, and Abilities: 

  1. Knowledge of HIPPA, GCP and principles of Clinical Data Management
  2. Expertise with Access, SAS, Excel and SQL
  3. Ability to apply structured analysis techniques and principles.
  4. Ability to look at date and understand the type of tests/analysis that needs to be run.
  5. Ability to plan and prioritize work.
  6. Ability to interface with investigators, vendors, research staff and study participants.

Minimum Education: This position requires the equivalent of a Bachelor of Science in the field of Biology, Masters preferred 

Experience/Training Requirements: 1-2 years of related experience. Prior Clinical Data Management experience with FDA clinical trials.

Physical Capabilities: Walking, standing, must be able to read reports, labels and use computer for sometimes extensive periods, must be able to hear well enough to communicate with coworkers, must be able to write, type, and use phone system.

Work Environment: office working conditions; Lab setting

Security Clearance: US Citizenship required; eligibility to obtain and hold Department of Defense issued Secret Clearance. It is a condition of employment with the Naval Health Research Center that you undergo a favorable National Agency Check with Local Agency and Credit Checks (NACLC) investigation which will include being fingerprinted.
