HJF is seeking a Bioethicist to support the Department of Defense Medical Ethics Center (DMEC). The DMEC is a Center of Excellence (COE) housed at the Uniformed Services University (USU) on the campus of Naval Support Activity Bethesda (NSAB) in Bethesda, Maryland.
The mission of the Department of Defense Medical Ethics Center (DMEC) is to serve as the national and international lead in military medical ethics for all health care providers in the Military Health System (MHS)/Department of Defense (DoD). In addition, and internal to USU, the DMEC will coordinate its tasks in military medical ethics with USU’s military medical leadership and professional development curriculum and programs to ensure that USU Students become ethical practitioners and leaders at all levels in the nation’s uniformed health services.
1. The individual will be responsible for creating the Bioethics curriculum that will be broadcast throughout the MHS/DoD to all clinical providers in satisfaction of the educational training requirements contained within the overarching Department of Defense Instruction (DoDI) 6025.27 and follow-on DMEC Charter. Said curriculum standards will be predicated upon the best national and international practices in the field of Bioethics with specific recognition of the unique challenges and mission requirements of clinical providers within the MHS/DoD. The dissemination of this Bioethics curriculum will be conducted through myriad mediums to include, but not exclusively limited to, continuous external training sessions, remote consultations through various modalities, and both pre-deployment and post-deployment unit briefings for operational missions.
2. The DMEC Bioethicist will also coordinate the DMEC’s reactive Bioethics Consultancy Program which enables MHS clinical providers to seek guidance from DMEC staff on acute Bioethics issues within their daily medical practices, both in garrison and in forward-deployed operational environments. Underlying tasks within the DMEC Bioethics Consultancy Program will include the standardization of intake, analysis, response, and archiving requirements throughout the life cycle of said Bioethics inquiries.
3. This individual will also ensure the creation and maintenance of a robust networking resource database of subject matter experts (SME) within the Bioethics discipline, both internal to the DoD/U.S. Federal Government and external organizations, for collaboration and consultancy purposes.
4. Incumbent will investigate and analyze Bioethical issues relevant to the DMEC operations and will coordinate with the DMEC Legal Advisor regarding the interpretation and implementation of federal, state, and or international laws, policies and rule as they may affect cases or practices. These issues may involve matters of conceptual clarification or justification for, or criticism of actions, practices, or policies.
5. Research and prepare background materials on Bioethical issues relevant to DMEC operations for use by DMEC staff.
6. Investigate, analyze, and provide opinions and recommendations on a range of Bioethics policy issues related to MHS clinical providers.
7. Work with DMEC staff to identify, coordinate, and resolve issues concerning Bioethical principles and the application of United States and international regulations and Bioethical guidelines in international settings at working groups and meetings.
8. Support DMEC staff as an expert consultant to address a comprehensive spectrum of Bioethical issues.
9. Coordinate and communicate with academic and clinical collaborators, along with domestic and international agencies, to exchange information and engage in discussion related to Bioethics issues.
10. Monitor and report on relevant domestic and international policy developments related to Bioethics.
11. Attend appropriate professional meetings, survey of relevant Bioethics announcements and guidance documents, policy and advocacy statements, and professional publications.
12. Provide interpretation and recommendations to DMEC staff.
13. Work with DMEC staff to develop guidance and training materials on Bioethical principles.
14. Provide guidance and training in policies, procedures, and principles governing Bioethics issues as requested.
15. Review DMEC operations to determine that they are conducted in accordance with relevant Bioethics regulations, guidelines, policies, procedures, and ethical standards.
16. Evaluate the effectiveness of DMEC policies.
17. Make recommendations to DMEC staff to improve the effectiveness of DMEC operations.
18. Completes other projects as needed.
Required Knowledge, Skills and Abilities: State of the art knowledge of Bioethics in the context of clinical settings demonstrated through formal training, work experience, or a combination of both. Understanding of the culture and conduct of clinical operations within the MHS/DoD. Outstanding English writing and oratory skills as a supreme communicator and instructor. Ability to work independently. Outstanding interpersonal communication skills both individually and in groups. Experience designing training materials and delivering training in Bioethical principles to diverse audiences. Experience in evaluation of the effectiveness of policy and guidelines in achieving specific goals.
Minimum Education: The incumbent must possess an MD with additional education or experience in Bioethics, or a Ph.D. with Bioethics interest, training, and experience.
Minimum Experience/Training Requirements: 6 to 10 years related experience.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled environment. The work is mostly sedentary. Walking, bending, stooping, lifting and carrying laptops, books, and documents required. Incumbent must be able to work collaboratively with a diverse range of individuals, military personnel, clinical providers, scientists, and administrators. Must be able to communicate clearly in both written and oral form.
Background: Eligibility to obtain a Common Access Card (CAC); eligibility to obtain and hold a Public Trust background.
