HJF is seeking a Buyer II to support the Purchasing Department located at HJF Corporate Headquarters in Bethesda, Maryland. 

The incumbent provides procurement  administration  in support of grants, cooperative agreements, contracts and internal purchases. Works under limited supervision and guidance of procurement manager. Functions as liaison between Principal Investigator/Program Manager and vendors. Judgment, initiative, and resourcefulness are required in making decisions in all areas of the job.

Responsibilities:

  1. Process requisitions for micro-purchasing using the P-card and reconciliation to HJF's financial system.
  2. Process requisitions for micro and small purchases consistent with the Uniform Guidance Procurement or the FAR as applicable. Review all purchase requests for accuracy of the account numbers and budget categories.
  3. Perform price/cost analysis; maintains documentation in accordance with HJF's policies and procedures and federal regulations.
  4. Solicits and obtains quotes for materials and services in compliance with Government Regulations and HJF's policies and procedures. Keeps abreast of current market changes and pricing for standard commodity items.
  5. Maintains organized, well-documented audit ready and compliant electronic files, including entry into Government reporting systems.
  6. Maintain an interface with vendors and suppliers to ensure timely delivery of material and services.
  7. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities: Working knowledge of purchasing from inception through closeout. Working knowledge of the Uniform Guidance and Federal Acquisition Regulations.  Ability to manage multi task simultaneously, to meet deadlines, and to manage and interact well with team members and customers. Knowledge of Microsoft Office.

Minimum Education: Bachelor’s Degree 

Minimum Experience/Training Requirements:  3 -5 years of relevant work experience
