HJF if seeking a Program Manager II to provide research support management to Uniformed Services University (USU) Departments in Bethesda, MD. HJF provides scientific, technical, and programmatic support services to USU.
The Department Program Managers provide project management, administrative coordination, and financial management of HJF funds in the USU Departments. The Department Program Managers support cradle-to-grave administration of award funds including coordination of proposal submission, financial and administrative management of faculty projects (including management of budget and expenses related to personnel, travel, and purchasing equipment and supplies, vendor subcontracts, as well as oversight of subawards, and regulatory compliance), coordination of financial performance analysis, reporting, personnel management, and oversight of project closeout.
Incumbent will be responsible for providing administrative project oversight in order to maximize the effective use of project resources. Specific areas include: budget and accounting, space management, personnel management, overall management, contracts, and purchasing.
The incumbent will work in USU department(s) under the general supervision of a senior department Program Manager.
Required Knowledge, Skills, and Abilities: Knowledge of organizational objectives, the federal budget process, and office automation; ability to work completely independently; ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time; excellent communication and interpersonal skills, basic understanding of uniform guidance and its appropriate application.
Minimum Education/Training Requirements: Bachelor's degree
Minimum Experience: 2 to 4 years related experience in scientific project or program management
Supervisory Responsibilities/Controls: Administrative supervision of award support staff.
Work Environment: University setting to include office and laboratory space
Background: Eligibility to obtain a Common Access Card (CAC); eligibility to obtain and hold a Public Trust background.
