HJF is seeking a Manager of Human Resources for the John P. Murtha Cancer Center (MCC) Rockville Office located at Rockville, Maryland.  HJF provides scientific, technical and programmatic support services to MCC.

The Manager of Human Resources within the Murtha Cancer Center (MCC) reports directly to the Chief Operating Officer (COO). This position is responsible for providing the front-line HR services within MCC. A successful candidate will be an experienced HR professional with supervisory experience who is able to prioritize multiple demands. Core duties for a successful candidate will include: managing the hiring process and on-boarding, ensuring MCC is following all HR/Payroll requirements. This position is integral in the day-to-day functioning of the Murtha Cancer Center.

The John P. Murtha Cancer Center at Walter Reed Bethesda is a modern, patient-centric, tri-service military healthcare facility. Its comprehensive core of military and civilian oncologists and other cancer-trained clinicians and researchers provide multidisciplinary cancer-care delivery and patient-family support services. Our Cancer Center, the only DoD Cancer Center of Excellence within the Military Health System, offers its patients access to cutting-edge cancer diagnostic and treatment technologies.

Responsibilities:

  1. Manages the assigned employees of MCC and is responsible for the performance management and hiring of the employees within MCC.
  1. Works with HR Department, posts open jobs, screens applications, arranges interviews and participates in selection process.
  1. Develops and administers various human resources plan and procedures for all MCC personnel.
  1. Plans, organizes and controls all personnel activities within MCC. Participates in developing goals, objectives and systems for MCC human resources matters.
  1. Follows HJF guideline and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.
  1. Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and revises position descriptions; works with supervisors to screen and interview candidates; conducts reference checking; assists new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.
  1. Manages and monitors effectively the process of background check and credentialing for new employees.  
  1. Completed the required forms and manages check-in process for the employees work in various Military Treatment Facilities.
  1. Establishes and maintains personnel records and reports. Participates in administrative staff meetings and attends other meetings as needed. Maintains organizational charts and employee directory.
  1. Serves as Subject Matter Expert for MCC human resources matters. Provides assistance and support to the supervisors in MCC on personnel matters as needed.
  1. Performs annual performance evaluation for MCC staff members.
  1. Ensures compliance with all federal, state, and local employment laws.
  1. Completes other projects as needed.

Required Knowledge, Skills, and Abilities: 

•Ability to communicate effectively, orally, and in writing.

•Ability to problem solve.

•Ability to demonstrate initiative.

•Skill in the use of computer systems and software such as Microsoft Word and Excel.

•Ability to manage and motivate a professional and administrative staff in a customer service environment.

•Thorough knowledge of Federal and State policies/procedures applicable to personnel management.

Minimum Education/Training Requirements:  Bachelor’s degree in Human Resources Management.

Minimum Experience: 4-6 years of HR managerial or senior administrative experience in human resource/payroll/personnel management in a large-scale organization, preferably in a scientific research environment.

Required Licenses, Certification or RegistrationProfessional certification: Senior Professional in Human Resources (SPHR) or Global Professional in Human Resources (GPHR) or Human Resource Management Professional (HRMP) or Human Resource Business Professional (HRBP), Society of Human Resource Management (SHRM), SHRM-CP (certified professional)

Supervisory Responsibilities/Controls: Minimum of three years experience supervising employees.

Work Environment:  Office Setting

Must be a US Citizen and pass a favorable National Agency Check.
