HJF is seeking a Manager, International Financial Controls and Reporting for the Finance Department located at Corporate Headquarters in Bethesda, Maryland.
The Manager, International Financial Controls and Reporting oversees and maintains the accounting, internal controls and financial reporting adherence to internal policies and statutory requirements of the Henry M. Jackson Foundation’s overseas subsidiaries: HJF Medical Research International (HJFMRI) and Medical Research International LTD/GTE (HJFMRI/LTD). This includes, but is not limited to managing the internal controls and financial compliance functions of overseas accounting operations. The position reports to the HJF Director of International Accounting.
Required Knowledge, Skills, and Abilities: Knowledge of US Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS) is required; Knowledge of federal grants and contracts regulations and applicable OMB Circulars is required; General ledger and subsidiary schedule preparation skills are required; Microsoft Excel, Word, and overall PC knowledge is required; Must have experience in working with NGOs and large multi-country donor-funded projects; Work experience within a medical research setting is preferred; Must be able to travel to HJF and HJFMRI international sites (primarily Africa); Team player with high integrity, excellent communication, interpersonal, organizational and decision making skills; Strong ability to manage multiple priorities and projects; Ability to communicate effectively orally and in writing; Strong attention to detail and analytical skills with ability to rapidly assess and comprehend diverse information and draw appropriate conclusions; Strong client service skills and ability to establish and maintain effective working relationships within diverse and geographically disbursed teams in a fast-paced environment.
Minimum Education/Training Requirements: Bachelor's degree in Accounting or Finance from a recognized institution; Master’s Degree directly related to the job is strongly desirable.
Minimum Experience: 4-6 years overall accounting/audit experience; A minimum of 2 years of supervisory experience and a proven record of managing teams; At least two years (full-time) in international accounting required; Experience working in government grant/contract accounting and financial management is required; Direct accounting experience in a field office setting is a plus.
Required Licenses, Certifications or Registration: Professional accounting certification (CPA, CIA, CFE) is strongly desirable.
International Experience: Both headquarters and field office experience desirable, in the following areas: Developing internal controls, policies and procedures for international operations. Supervisory experience of financial personnel in an international setting; International parent/subsidiary operations involving consolidation and intercompany transactions; accounting for foreign exchange transactions; Knowledge of issues facing administration of large federally funded overseas projects. Foreign tax and revenue authorities, tax treaties, employment of foreign nationals and expatriate issues; Ability to understand the issues faced by program managers responsible for significant expenditures in risky environments such as Africa; Knowledge of contracting and contract/sub-award management issues.
Scope of Decisions and Organizational Impact: The incumbent's decisions and actions will have a moderate level of impact within the organization. The main area of impact will be in preparing timely financial statements for internal (e.g., executive staff) and external (e.g., financial institutions, external auditors, etc.) users. The incumbent's decisions and actions in the area of documenting and improving accounting procedures will impact the way other departments within Finance process transactions.
Work Environment: The majority of time will be spent in office environments and field operations in various countries.
