HJF is seeking a  Director Business Development to support the Strategic Inititives Department at Corporate Headquarters in Bethesda, MD.  The incumbent will be an integral part of driving HJF’s growth objectives by developing and refining an understanding of customers’ most important needs and creating/leading winning business development processes. This role will directly report to the VP of Business Development, and will be highly focused on select Department of Defense (DoD), federal and civilian health markets, which will further HJF’s mission to advance military medicine.



  1. Grows the opportunity pipeline for target markets through diligent and timely identification/qualification of new business opportunities by leveraging technologies, customer intimacies, and inter-company collaboration.
  2. Obtains market intelligence and competitive data pertaining to potential targeted pursuits and develop marketing strategies.
  3. Develops and executes plans for the pursuit and successful capture of key opportunities and retention of incumbent work.
  4. Identifies and recruits subject matter experts in support of both corporate and investigator initiated proposals.
  5. Makes bid/no-bid recommendations, and assists other members of the BD team with development of cost and pricing approaches and phase reviews.
  6. Identifies and gains access to a variety of contracting vehicles to advance HJF’s ability to pursue funding opportunities.
  7. Supports creation and execution of multi-year target market business development plans.


Required Knowledge, Skills and Abilities: Ability to identify, establish and leverage customer relationships with senior level officials and program stakeholders across HJF and agency components; Ability to identify key growth areas and develop new business aligned with HJF’s domestic and international growth strategy; Accomplished leader in winning competitive contracts, grants and cooperative agreements in excess of $100M; Experience leading large opportunity captures, including developing overall win strategies, shaping deals with customers, developing team strategies,  identifying and closing with teammates, understanding costing/pricing and assisting in developing winning capture strategies and pricing proposals; Deep knowledge of funding opportunities with the DoD and other government agencies, funding organizations outside of the federal government, and funding cycles; Knowledge of competitors and ability to model competitor behaviors in the market; Ability to develop, document, and execute a plan for protecting incumbent work and achieving new customer/awards/growth; Requires U.S. citizenship for purposes of obtaining a security clearance.

Minimum Education/Training Requirements: Bachelor’s Degree in a science or business-related discipline; Advanced degree preferred. Military medical experience highly desirable.

Minimum Experience:    A minimum of 10 years of experience supporting business development and/or capture activities in the federal sector, ideally focused on capturing large government bids for DoD military health related work. Experience developing business as both the prime and subcontractor. International business development experience preferred.

Physical Capabilities:  Prolonged sitting and working at a computer.

Work Environment: Office Environment. Domestic and international travel may be required.
