HJF is seeking an experienced Institutional Animal Care and Use Committee (IACUC)   Administrator to support the Armed Forces Radiobiology Research Institute (AFRRI) located at the Uniformed Services University in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to AFRRI.

The incumbent provides process oversight and guidance for all aspects of the federally-mandated AFRRI IACUC to ensure full compliance with applicable state, Federal and Department of Defense guidelines and requirements.  

Responsibilities:

  •  Ensures that all research protocols have IACUC approval for the use of animals and, as necessary, assists the primary investigators (PIs) with the preparation of IACUC documents.
  • Serves as liaison between Veterinary Sciences Department (VSD), organizational leadership   and the IACUC to ensure that all applicable AFRRI, USUHS, and Federal compliance/regulatory requirements are met and that the necessary animal care and use program documentation is properly recorded, organized, and stored.
  • Uses  knowledge  of   biomedical research and animal  care and use  program compliance issues   to  assist the Scientific Research Department (SRD) in the implementation of procedures for and the documentation and tracking of all necessary measures for the responsible conduct of animal-based research, testing, and training as required by the  Animal Welfare Act, Public Health Service Policy  on  Humane   Care  and  Use  of  Laboratory Animals, Association for Assessment and Accreditation of  Laboratory Animal Care International (AAALAC), and Department of Defense (DOD) requirements.
  • Possesses sufficient training and experience to be able to independently assess compliance with animal care and use regulations and is able to interpret  animal care and use regulatory requirements and apply them appropriately to on-site situations with minimal or no guidance.
  • Has overall responsibility for all program documentation and record keeping in the IACUC office. Ensures all paperwork and administrative requirements, to include animal use protocol and amendment approval by the IACUC, animal ordering through the government accounting system and animal use tracking for each protocol, meeting minutes and agenda,  inspection reports, noncompliance reports to regulatory and other oversight or funding agencies, and annual program reports to regulatory and other oversight or funding agencies.
  • Coordinates with the Office of Undersecretary of Defense  (OUSD), Animal Care and Use Review Office (ACURO), Office of Laboratory Animal Welfare (OLAW), AAALAC, the United Stated Department of Agriculture (USDA), and  other agencies in order to facilitate compiling document requests, submitting  reports and tracking requirements.
     

Job Specifications:

Required Knowledge. Skills and Abilities; Knowledge of Federal regulations governing biomedical research and experience with research compliance in an academic, pre- clinical or industrial setting.

Thorough familiarity with the requirements governing animal research outlined in the Guide for the Care and Use of Laboratory Animal Medicine, Animal Welfare Act, Public Health Service Policy on Humane Care and Use of Laboratory Animals, and Biosafety in Microbiological and Biomedical Laboratories.

Minimum Education/Training Requirements: Must possess a minimum of a Bachelors of Science (BS). Prefer Masters of Science (MS) in Laboratory Animal Medicine and/or Certified Professional IACUC Administrator (CPIA).

Minimum Experience:    Must have 2 years of IACUC experience as an IACUC Administrator dealing with regulatory issues specific to animal research protocols. Must be able to effectively communicate regulatory requirements to research staff, animal care and use staff, and organizational leadership. Must have 2 years of experience initiating approval and maintaining animal research protocols. Must have participated in AAALAC site visits and/or semiannual facility inspections and program reviews (FIPRs) for IACUCs.  Prefer 5 or more years of IACUC experience as an IACUC Administrator. Extensive experience with the Department of Defense (DoD) standardized animal use protocol format is desired. Prefer 2 or more years of experience developing and delivering laboratory animal-specific training to a diversely educated group that includes animal husbandry staff, technicians, PIs, and IACUC members. Prefer experience providing oversight to laboratory animal medicine post-approval monitoring (PAMs) programs. Experience as an investigator using animal protocols is preferred.

Required Licenses. Certification or Registrations:  None, but Certified Professional IACUC Administrator (CPIA) certification preferred. Board-eligibility for certification by the American College of Laboratory Medicine (ACLAM) may be used in place of CPIA certification.

Supervisory Responsibilities/Controls: N/A.

Work Environment:  Office and University environment.

Any qualifications to be considered as equivalents, in lieu of stated minimums, require the prior approval of the Deputy Director, AFRRI in consultation with Head, Veterinary Sciences Department.
