HJF is seeking an International Program Manager II to support International Operations within the Program Operations business unit located at the Corporate Headquarters in Bethesda, MD. The Program Operations business unit manages a broad range of overseas medical initiatives ranging from basic to clinical research. The incumbent will support HJF's strategic goals by providing administrative and financial project oversight in order to maximize the effective use of resources. The incumbent will provide leadership through the operational and administrative management of a portfolio of programs with tasks involving budgeting, accounting, financial analysis, personnel management, subcontractor management and procurement. The incumbent should be able to quickly resolve problems and exercise judgment within generally defined practices and policies. The incumbent will also interact with customers in the support of HJF’s mission to continue the growth of its multi-million dollar internationally based medical research programs.  To support these responsibilities, the Program Manager must possess excellent communication skills, sound judgment, and demonstrate initiative. The position reports to HJF’s Acting Director, International Operations.


  1. Manage the fulfillment of contractual obligations of all technical and financial requirements.
  2. Provide management and supervision of sub-contracts, finance, human resources, administration, logistics and procurement support.
  3. Maintain up-to-date knowledge of sponsor and local government rules and regulations.
  4. Ensure the timely and appropriate close-out of sub-contracts and assist in the close-out of program operations.
  5. Analyze, verify and review partners’ proposed budgets to ensure sponsor compliance and reasonableness.
  6. Monitor the initiation and processing of purchase orders, work orders, maintenance and renovation requests.
  7. Serve as primary point of contact for program stakeholders from cradle-to-grave.
  8. Facilitate information flow between program members, scientific directors, HJFMRI and the HJF.
  9. Assists with the preparation of requests for contract/grant actions and proposals.
  10. Prepare timely program reports in accordance with requirements.
  11. Performs other duties as needed.

Required Knowledge Skills, and Abilities: Knowledge of organizational objectives, office

automation; ability to work completely independently; ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time; excellent communication and interpersonal skills. Experience with international program management desired.

Minimum Education/Training Requirements: Bachelor’s degree in scientific discipline or related field

Minimum Experience: 4 to 6 years related experience in scientific project or program management; International Project management experience desired.

Work Environment: Office setting

Travel: 10% of time (primarily international)
