The Henry M. Jackson Foundation (HJF) is looking for a Budget/Accounting Technician to support research and program objectives at the Naval Medical Research Unit ‐ San Antonio (NAMRU‐SA). HJF provides scientific, technical and programmatic support services to NAMRU-SA at Fort Sam Houston, TX.


  • Support the the accounting, procurement, and treasury management appropriate to the program
  • Maintain an effective working knowledge of the financial accounting system and related reporting tools.
  • Review the documentation and recording of transactions by the operation to ensure compliance with the standards established
  • Prepare financial statements, and related analysis, in accordance with generally accepted accounting principles (GAAP), and local requirements where applicable.
  • Document and maintain accounting policies and procedures
  • Review bank reconciliations and other general ledger account reconciliations completed by administrative staff.

Required Knowledge, Skills, and Abilities:  

  • Knowledge of all phases of the research accounting process, including budget formulation, execution, analysis, interpretation, and reporting;
  • Experience reviewing Research, Development Test and Evaluation (RDT&E) commitment and obligation documents in the Standard Accounting and Reporting System, Field Level
  • (STARS/FL) accounting system; and
  • Familiar with the Credit Card Program for Government Purchases within CitiDirect and performing tasks associated with the program.

Minimum Education/Training Requirements:

  • Associate’s Degree with 3 years of financial experience in the DoD community (Bachelor’s Degree with greater than 1 year of experience will be considered)
