HJF is seeking a Senior Program Manager to support the Collaborative Health Initiative Research Project (CHIRP) at the Uniform Services University (USU) located in Bethesda, MD, including The American Genome Center (TAGC). HJF provides scientific, technical, and programmatic support services to CHIRP & USU. Responsible for providing administrative day-to-day operations, management and oversight in order to maximize the effective use of project resources. Specific areas include: budget and accounting, space management, personnel management, overall management, contracts, grants and purchasing, Works on abstract problems and identifies and evaluates fundamental problems for major functional areas through assessment of intangible variables. Assists Directors with organizing, tracking correspondence and facilitates execution to completion of stakeholder requirements across all areas.
- Facilitates information flow between program members, CHIRP/TAGC Directors, collaborating PIs and HJF. Coordinates the decision-making process between all program participants, working with the CHIRP Director to ensure operational objectives are being met. Demonstrates diplomacy when interacting with all internal and external staff.
- Identifies and evaluates problems affecting meeting CHIRP’s strategic goals within operations and provides solutions in a timely manner. Resolves problems and exercises judgment within generally defined practices, policies, and guidelines.
- Oversees and works closely with CHIRP Financial Program Manager to ensure all projects and programs are on target with budgeting. Also works closely on space utilization.
- Advises on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
- Oversees the hiring of new employees and serves as key resource for all HJF staff. Responsible for all employee problems/issues and works to resolve those issues. Works closely with Directors and/or supervisors on hiring of interns to meet project or mission goals. Lead consultant for the CHIRP Director for personnel actions, including hiring, promotions, pay, work hours, and disciplinary actions.
- Directs, coordinates, and conducts personnel actions and furnishes guidance and assistance as needed.
- Assists Core Directors as needed working with administrative tasks at USU or HJF to ensure institutional guidelines are followed.
- Oversees the travel process for all staff members and ensures all trips are pre-approved, working with appropriate HJF and USU staff.
- Attend CHIRP and TAGC meetings in order to effectively work strategic plans to ensure operational and tactical goals and objectives are being met.
- Manages pre- and post-award procedures for CHIRP grants and Military Treatment Facility awards. Works with collaborating PIs on individual awards as their key POC facilitating meetings, information flow and other items as needed.
- Oversees all Standard Operating Procedures (SOPs) for the overall CHIRP program, the CHIRP annual report, and other reports needed as directed by CHIRP Director.
- Prepares requests for cooperative agreement actions and proposals. Assures full compliance with all cooperative agreement requirements, schedules, and provisions.
- Coordinates and approves the initiation and processing of purchase orders, supply sources, work orders and maintenance and renovation requests. Authorizes payment of invoices.
- Completes other projects as needed.
Required Knowledge, Skills, and Abilities: Knowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently; ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time; excellent communication and interpersonal skills.
Minimum Education/Training Requirements: Masters’ degree in scientific field or related field. Project Management Professional (PMP) preferred.
Minimum Experience: 6 to 10 years related experience in scientific project or program management.
Supervisory Responsibilities/Controls: Supervises support staff.
Work Environment: Office and laboratory setting.
