HJF is seeking a Program Manager/Sponsored Project Administrator (SPA) to support the Microbiology and Immunology Center at the Uniformed Services University (USU) located in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to USU.

The candidate will be responsible for coordinating a wide range of grants, contracts and administrative duties in support of the HJF’s research, education and training mission at the Uniformed Services University (USU).

This position focuses on providing administrative project oversight in order to maximize the effective use of project resources. Specific tasks include: coordination of proposal submission, financial and administrative management of faculty awards (including management of budget and expenses related to personnel, travel, equipment and supplies, as well as oversight of subcontracts and regulatory compliance), and coordination of financial performance analysis, reporting, and oversight on project closeout.

The incumbent will work with multiple principal investigators and under the general supervision of the Director of USU Services.

Responsibilities:

  1. Function as liaison between USU Principal Investigator (PI), USU research administration, and HJF HQ staff to support pre- and post-award administration of grants, contracts and cooperative agreements.
  2. Manage proposal preparation, budget development and submission in various electronic systems in compliance with University timelines and sponsor (both federal and private) guidelines.
  3. Provide financial administration and oversight of project budgets: monitor and reconcile expenditures, determination of allowability and allocability of charges, forecast available balances, adjust and correct assigned project budgets to meet project goals and federal requirements, prepare and analyze budget reports, and develop budget projections.
  4. Administer supply and equipment procurement, reconciliation and invoice approval on individual projects and coordinate necessary approvals.
  5. Assist with establishing and monitoring subrecipient agreements (subaward) and vendor contracts (subcontracts and consulting agreements).
  6. Coordinate the submission of annual and final progress reports to federal funding agencies.
  7. Serve as liaison between the PIs, HJF Regulatory Affairs office and the USU LAM and Human Subject Protections office so that animal and/or human subject protocols are kept current and regulations are followed, participant payments properly processed and tracked.
  8. Recommend various personnel actions for staff working on awards, including recruitment, promotion and evaluation activities; monitor personnel projections; oversee timesheet approval and payroll reconciliation.
  9. Coordinate and budget travel for PIs.

Required Knowledge, Skills, and Abilities: Excellent communication and interpersonal skills needed to work in a team environment. Organized, self-motivated and detail oriented, with highly developed financial project management capabilities. Ability to work independently, use sound judgment in solving problems and coordinate many complex processes and programs simultaneously and under short timelines. Experience managing budgets and procurement with federal funds. A strong client/customer orientation is required.

Minimum Education/Training Requirements: Bachelor’s degree or equivalent experience.

Minimum Experience: 2-4 years of direct experience in scientific award management, including proposal submission and knowledge of OMB Uniform Guidance regarding administration of federal awards. Salary commensurate with experience.

Supervisory Responsibilities/Controls: Reports to the Director, USU Services.\
