HJF is seeking a Senior Specialist, Business Development to support the Strategic Initiatives Business Development Department at the Corporate Headquarters in Bethesda, MD. 

The incumbent will be an integral part of driving HJF’s growth objectives by developing and refining an understanding of customers’ most important needs and liaising with other HJF departments to help create/lead winning business development processes. This role will directly report to the VP of Business Development, and will be highly focused on supporting program initiative efforts, which will further HJF’s mission to advance military medicine.

Responsibilities:

  1. Liaises among HJF’s Business Development (BD) and other departments (Finance, Operations, HR) and programs to assist in identifying customer requirements and developing comprehensive cross departmental proposals.
  2. Works directly with the VP of BD and Directors to support high priority programs and potential customers. 
  3. Provides strategic input into the BD proposal development process of operational functions and program management, and assists with developing winning proposals.
  4. Applies appropriate scientific and management standards during development and drafting of proposals.
  5. Serves as a Subject Matter Expert (SME) for strategic BD operations.
  6. Identifies risks and then develops, recommends and implements risk mitigation solutions.
  7. Available for special assignments as directed by the VP of BD.
  8. Obtains market intelligence and competitive data pertaining to potential targeted pursuits and marketing strategies.
  9. Identifies and recruits subject matter experts in support of both corporate and investigator initiated proposals.
  10. Aids in bid/no-bid analyses and recommendations, and assists other members of the BD team with development of cost and pricing approaches and phase reviews.
  11. Sources and establishes teaming relationships to increase the strength of HJF’s proposals.
  12. Helps identify and gain access to a variety of contracting vehicles to advance HJF’s ability to pursue funding opportunities.
  13. Supports creation and execution of multi-year target market business development plans.
  14. Helps establish and track the metrics of success within the BD group.

Required Knowledge, Skills and Abilities:

Ability to identify, establish and leverage customer relationships with senior level officials and program stakeholders across HJF and agency components; Accomplished leader in supporting business and proposal development; Expertise in large competitive contracts, grants and cooperative agreements; Experience with program management, customer relations, developing team strategies, and understanding of proposal pricing; Ability to liaise with other department across HJF to help gather proposal input from a variety of sources; Deep knowledge of funding opportunities with the DoD and other government agencies, funding organizations outside of the federal government and funding cycles; Knowledge of competitors in the market; Requires U.S. citizenship for purposes of obtaining a security clearance.

Minimum Education/Training Requirements: Bachelor’s Degree in a science or business-related discipline; Advanced degree preferred. Military medical experience highly desirable.

Minimum Experience: A minimum of 10 years of experience supporting business development in the federal sector, with experience supporting DoD military health related Programs. SME in Defense Acquisitions processes and federal program management.

Physical Capabilities:  Prolonged sitting and working at a computer.

Work Environment: Office Environment. Domestic and international travel may be required.
