HJF is seeking a Program Manager III to provide research support management to Uniformed Services University (USU) Departments located in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to USU. The Department Program Managers provide project management, administrative coordination and financial management of HJF funds in the USU Departments. The Department Program Managers support cradle-to-grave administration of award funds including coordination of proposal submission, financial and administrative management of faculty projects (including management of budget and expenses related to personnel, travel, and purchasing equipment and supplies, vendor subcontracts, as well as oversight of subawards and regulatory compliance), coordination of financial performance analysis and reporting, personnel management, and oversight of project closeout.

Incumbent will be responsible for providing administrative project oversight in order to maximize the effective use of project resources. Specific areas include:  budget and accounting, space management, personnel management, overall management, contracts, and purchasing.  Works on abstract problems and identifies and evaluates fundamental problems for major functional areas through assessment of intangible variables.

The incumbent will work in USU department(s) under the general supervision of the senior department Program Manager.

Responsibilities:                                                                              

  1. Facilitate information flow as a liaison between USU (Department Chairs, Principal Investigators, and Research Administration) and the HJF HQ staff supporting pre- and post-award administration of grants, contracts and cooperative agreements.
  2. Manage a portfolio of awards, ensuring appropriate financial administration and budget management; monitors expenditures, forecasts balances, reconciles charges, clears encumbrances, manages procurement and invoice approval; determines allowability and allocability of charges; manages and monitors subawards and vendor contracts, administers program travel, and coordinates research compliance and regulatory approvals.
  3. Serves as Award, Project and/or Task Manager on several HJF awards and contracts performed at USU that require management and oversight. Assures full compliance with all award requirements, schedules, and provisions. Prepares and analyze budget reports, and develop budget projections. Coordinates the submission of annual and final progress reports to federal funding agencies.
  4. Oversees and manages proposal preparation and budget development for various USU department(s) in compliance with sponsor, USU, and HJF guidelines and timelines.
  5. Provides supervision to direct charge HJF staff on managed awards and is responsible for their hiring.
  6. Provides supervision and mentorship to direct report department program managers.
  7. Coordinates and conducts personnel management on projects; monitors personnel projections, coordinates recruitment, promotion and evaluation activities, and oversees timesheet approval and payroll reconciliation. 
  8. Provides advice on manpower utilization, work-flow, and operational procedures to increase efficiency, productivity, and make overall improvements for the projects.

Job Specifications:

Required Knowledge, Skills, and Abilities:  Knowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently; ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time; excellent communication and interpersonal skills. Knowledge of uniform guidance and its appropriate application.

Minimum Education/Training Requirements:  Bachelors degree in scientific field or related field (Associates degree may be substituted with appropriate experience)

Minimum Experience:  6 to 10 years related experience in research administration, and scientific project or program management.

Supervisory Responsibilities/Controls:  supervises support staff and junior department PMs

Work Environment:  University setting to include office and laboratory space
