HJF is seeking a Subaward Specialist to support the Research Administrative Services Department located at the Corporate Headquarters in Bethesda, Maryland. Position works directly with investigators, site administrators, collaborators, grant specialists of all levels and other Foundation departments to manage, develop and execute subawards as well as to assist with the post award monitoring activities related to subawards.

Responsibilities:

  1. Manage Subaward preparation and execution under assistance agreements ensuring compliance with sponsor terms, federal guidelines and HJF policies and procedures.
  2. Assist in Subaward process revamping and management.
  3. Assist in conducting cost/price analysis for various consultant agreements.
  4. Update the Subaward database and provide status updates to the customers on a regular basis in a concise manner.
  5. Ensure Subaward monitoring and compliance by updating the home-grown File Maker Pro database.
  6. Manage Subaward closeouts in a timely manner including obtaining final invoices, closing the related purchase order, and obtaining any required close-out reports from the collaborator, as defined in the close-out policy.
  7. Assist in ImageNow and other IT projects as needed. 
  8. Verify the Exclude Party List federal website to ensure subawardee is in good standing.
  9. Obtain audit reports from the subawardees coordinate with the Management Analyst to obtain approvals and incorporate necessary terms in the Subawards.
  10. Update Federal Subaward Reporting System (FSRS) for the subawards greater than $25,000 on grants and cooperative agreements awarded after 10/1/10 to meet the Federal Funding Accountability and Transparency Act (FFATA) requirement.
  11. Ensure that all IRB/IACUCU approvals have been obtained and verify that they are recorded in the FMP database. database; identify the missing approvals and coordinate
  12. Assist the Subaward Team as needed.
  13. Use Oracle, Microsoft Word ,Excel, FileMaker Pro, ImageNow and others as needed to enhance the development and execution of the subawards
  14. Completes other projects as assigned.

Required Knowledge, Skills, and Abilities:  Knowledge of Subawards under Federal Assistance Awards; strong interpersonal and computer skills in both Microsoft Excel and Word; Customer oriented; ability to meet multiple deadlines and handle multiple priorities and ability to oversee the smooth function and management of subaward.

Capable of executing multiple tasks, responding to multiple demands, considering multiple alternatives and setting priorities to accomplish mission while maintaining harmonious relationships; ability to use sound judgement in solving problems; ability to coordinate many complex systems; time possession of excellent communication an interpersonal skills.

Minimum Education/Training Requirements: Bachelor’s Degree

Minimum Experience: 4 or more years experience in Sponsored Programs/Research Administration Services.

Physical Capabilities: Requires long hours of sitting and working at a computer.

Work Environment: Office environment.
