The Henry M. Jackson Foundation for the Advancement of Military Medicine Inc. (HJF) is seeking a Vice President, International Operations located at the Corporate Headquarters in Bethesda, MD.

The incumbent is responsible for the evaluation, and oversight of all International projects and services, supporting both The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and the Henry Jackson Foundation Medical Research International (HJFMRI). This position will require extensive international travel to program/project sites worldwide. The incumbent duties focus on operational and strategic planning, identifying and implementing required organizational change, financial oversight, program and contract management, coordinating regulatory compliance in support of clinical research management of human and animal subject studies.

HJF and its subsidiaries’ international footprint includes research and PEPFAR activities in several countries including Kenya, Mozambique, Nigeria, Tanzania, Thailand, Uganda and Vietnam with expansion to Liberia and Jordon planned in the near future. The international activities are currently supported by functional groups across HJF that will be reorganized to report through the international operations business unit headed by the newly created Vice President of International Operations.


  1. Oversight of the international program operations support and provides overarching program support strategies essential to successful establishment and sustainment of regional and local sites for HJF and/or HJFMRI international programs.
  2. Develop and implement strategies to provide oversight and support for HJFMRI international programs and sites.
  3. Responsible for the oversight of the HJF and/or HJFMRI's service capability to international research programs requiring, local and regional sites employing host country nationals, and assuring fiduciary responsibility.
  4. Provide strategic input and leadership on decision-making issues affecting HJFMRI.
  5. Develop local nationals in establishing relationships with host country institutions and develops reporting mechanisms.
  6. Demonstrates diplomacy when interacting with all internal and external staff.
  7. Directs and has oversight of the manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
  8. Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs.
  9. Oversight of requests for contract actions and proposals.
  10. Assures full compliance with all contract requirements, schedules, and provisions.

Required Knowledge, Skills, and Abilities:  Must have knowledge of organizational objectives; knowledge of the federal acquisition process; experience in working or living internationally; understanding of basic science and/or medical research and global health operations in developing countries; ability to work completely independently; ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time; excellent communication and interpersonal skills. Ability to lead in a matrix oriented structure.

Minimum Education/Training Requirements:  Master’s Degree in international related field;  business administration, science, public health or information systems.

Minimum Experience:  10 to 15 years related experience in international business or program management and personnel administration. Extensive experience in international NGO program management.

Physical Capabilities:  Ability to sit extended periods of time at a desk and computer.  Ability to easily travel overseas.                                         

Travel Requirements: This position requires frequent travel, approximately 35-50% of time.  Majority of travel will be to international sites.

Supervisory Responsibilities/Controls:  Supervises US and foreign based international operations support staff leadership team.

Work Environment:  office and laboratory settings, overseas field offices, and medical clinics
