HJF is seeking a Technical Director for Adult Clinical Services to support the prevention, care and treatment initiatives executed overseas (OCONUS) by the Global Health Programs, U.S. Military HIV Research Program (MHRP), Walter Reed Army Institute of Research (WRAIR), under the direction of the Associate Director for Medical Affairs located in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to MHRP. The incumbent will be responsible for providing technical oversight and guidance in adult clinical services in testing and ART service delivery and related biomedical prevention interventions provided as part of MHRP participation in the implementation of the President’s Emergency Plan for AIDS Relief (PEPFAR). The incumbent will also serve as an investigator/ senior researcher for selected GHP research projects in addition to working with country teams to develop and execute large scale and multi-site studies. The incumbent’s technical expertise will be leveraged across MHRP-wide research protocols, as needed.
- Provide technical assistance to MHRP international PEPFAR programs for adult clinical services including but not limited to support of HIV testing, linkage to care and treatment and retention on treatment.
- Provide technical assistance to programs in areas pertaining to adult HIV care, including clinical assessment, prevention and management of opportunistic infections and HIV co-infections
- Provide technical assistance to programs in areas pertaining to facility based testing and counseling for HIV and provision of antiretroviral therapy (ART), including advising on appropriate ART regimens based on WHO recommendations and host country guidelines.
- Provide technical support to biomedical and facility based prevention activates including voluntary male circumcision, Pre-Exposure Prophylaxis, Post-exposure prophylaxis, in collaboration with other members of the technical team.
- Participate in and lead program data review related to technical area
- Support programs to develop strategies and workplans to reach program targets in relevant program areas
- Support programs in the development of models of differentiated care for adult clients including key populations
- Support sites in implementation of Clinical Quality Improvement programs
- Work with other members of the HQ team including Pediatric and PMTCT, Laboratory, Behavioral and Prevention, Monitoring and Evaluation leadership, and program management personnel to ensure appropriate services are delivered.
- Serve as an advocate for HIV positive adults including key and priority populations
- Serve as an investigator for research projects as required including Impact Evaluation (IE), Basic Program Evaluations, Operational Research, and other research protocols as assigned. Support in country teams as they develop and implement research studies.
- Provide training to HQ and country program teams in areas pertaining to adult HIV services
- Collaborate with other MHRP departments to leverage skills on multi-site, protocol driven research
- Serve as a program point of contact in areas of MHRP PEPFAR research within the technical area with other USG agencies, including USAID, Department of State, Department of Health and Human Services, the Centers for Disease Control and Prevention, National Institutes of Health, and the Health Resources and Services Administration.
- Represent the MHRP on external technical committees and working groups as assigned
- Ensure proposals, protocols, technical and donor reports, and manuscripts for publication are completed on time.
- Responsible for the generation of reports, synthesis documents, papers in peer-reviewed journals, working papers, conference presentations, and via online communications.
- Identify opportunities and assist in submitting for external funding in areas pertaining to adult HIV services, co-infections and OI program and research.
- Provide collaborative assistance to other program personnel and research scientists that require the incumbent's expertise.
- Maintain a safe work environment by providing/facilitating required for personnel training.
- Support teaching responsibilities to graduate medical education activities CONUS and OCONUS sites in coordination with other primary responsibilities.
- Complete other projects as needed.
Required Knowledge, Skills, and Abilities:
- Advanced knowledge of HIV pathogenesis, prevention, care and treatment
- Experience in HIV program implementation and evaluation
- Experience in Clinical Quality Improvement initiatives
- Clinical study protocol development and understanding of IRB and regulatory systems
- Manuscript preparation
- Budget development
- Ability to work independently and supervise others
- Excellent communication skills; ability to troubleshoot technical procedures;
- Must demonstrate initiative, creativity and flexibility in problem solving and the ability to lead, supervise and work as part of a team;
- Must be fluent in oral and written English;
- Demonstrated capacity for intercultural and interpersonal relations
Minimum Education/Training Requirements: MD, Board Certification in adult Infectious Diseases nternal edicine, ublic health or other appropriate specialty
Experience in clinical services in resource constrained settings in Africa.
Minimum Experience: A minimum of 2 years of treatment of HIV positive adult patients; 2 years clinical research experience; experience in resource constrained setting is preferred; PEPFAR-related experience would be advantageous.
Physical Capabilities: Incumbent will be based in Bethesda, MD and travel to research/field as required (approximately 30% of time on travel), sponsored by the MHRP to assist program personnel and liaise with on the ground DoD leadership.
Required Licenses, Certification or Registration: Board Certified ID physician and must maintain board certification and medical license for this position. Other specialties with appropriate HIV care and treatment experience may be considered.
Supervisory Responsibilities/Controls: Incumbent will work under the supervision of the Associate Director for Medical Affairs, and MHRP Director of Global Health Programs, Dr. Tiffany Hamm.
Work Environment: Office/field environment; may require working evenings and weekends; may involve working with biohazardous materials. Incumbent will be required to travel to field site locations in Africa on a regular basis.
